The Universal Service Fund (also called E-rate) was created as a result of the Telecommunications Act of 1996. Its intent is to ensure students and communities have access to advanced telecommunications services. Schools and libraries are specifically targeted to receive USF subsidies.

The Universal Service Fund may be used for applicable telecommunications services, including: telephone service; video service and internet access; and the internal connections that support those services, including wiring, hubs, routers, file servers, file server software, maintenance, and installation.*

All K-12 public schools as defined by the Elementary and Secondary School Act of 1965, nonprofit private schools with endowments of less than $50 million, and libraries that meet the definition of the Library Services and Technology Act are eligible.

Subsidies range from 20% to 90% and are determined by economic need and location (urban and rural). Economic need is based upon the percentage of students eligible for participation in the federal school lunch program.
